My vista is similar to Jan's
As you can see here, the dell dock is open even when the cursor is not on it, and is fixed.
However, when another application is open, such as word, the dock disappears until the mouse rolls over the upper area.

I want not approve on it. I regard as polite post. Especially the title-deed attracted me to study the unscathed story.
